According to the Verpact Public Report 2024, nearly all legal recycling and circularity targets for packaging were met in the Netherlands. In 2024, the overall recycling rate reached 76%, while the circularity rate remained stable at 88% .
Significant differences exist by material: plastics 49%, wood 62%, ferrous metals 97%, aluminium 84%, glass 78%, and paper/cardboard 89%. Beverage cartons saw a notable increase to 46% due to improved supply chain collaboration.
Collection targets for plastic beverage bottles (90%) and metal packaging were not met, achieving 77% and 83% respectively. Positive news: the share of recycled content in PET bottles reached 51%, well above the EU target of 25%.
The sector faces pressure from recycling company bankruptcies, rising costs, and falling recyclate prices. Verpact calls for more government support and better quality of collected PMD. For 2025, focus areas include SUP packaging, beverage bottles and cans, and preparation for the PPWR and the EU export ban on plastic packaging waste.
