The Packaging and Packaging Waste Regulation (PPWR) entered into force in 2025, with binding recycling targets and harmonised reporting requirements. Whether Member States meet these obligations largely depends on how their Extended Producer Responsibility (EPR) systems are designed and run.
Therefore, Circpack by Veolia conducted a study comissioned by EUROPEN analysing the EPR systems across all 27 EU Member States to assess why some EPR schemes are succeeding while others are not, and what changes are needed to meet the EU’s 2030 and 2035 Packaging and Packaging Waste Regulation (PPWR) targets. The study uses Eurostat data, national reports, waste registry data, and recycling-rate datasets covering 13 packaging categories across all EU Member States. Five country case studies (Belgium, Italy, Spain, Germany, and Hungary) demonstrate how different policy and system designs affect recycling performance.
