EU consultation on exemptions from reuse obligations for pallet wraps and straps

On 10 December, the European Commission launched a public consultation on a draft delegated act under Regulation (EU) 2025/40 on packaging and packaging waste, commonly referred to as the Packaging and Packaging Waste Regulation (PPWR). The draft focuses on potential exemptions from the reuse obligations laid down in Article 29(2) and (3), specifically for pallet wraps and straps.

According to Article 1 of the draft delegated decision, all economic operators using pallet wraps or straps for the stabilisation and protection of goods on pallets during transport would be exempt from the 100% reuse requirement originally foreseen for these packaging formats under Regulation (EU) 2025/40. The exemption would apply regardless of the material used.

Through this proposed exemption, the European Commission acknowledges the practical and logistical challenges associated with implementing reuse systems for pallet wraps and straps, particularly in complex and international supply chains. At the same time, the overarching objectives of Regulation (EU) 2025/40 — reducing packaging waste and promoting circular solutions — remain fully applicable.

The consultation allows stakeholders from the packaging, manufacturing and logistics sectors to provide feedback on the draft measure. The final outcome will be relevant for how companies address PPWR compliance in relation to transport packaging.
